Hi-there @Abdo! Unfortunately, I'm also unable to access the CUDA drivers for WSL2 from NVIDIA at the moment. An alternative solution could be to use dual boot (which allows you to choose whether you want to start your computer as Windows or Ubuntu) to setup your Linux environment? I use both dual boot and WSL2 (which is so much easier to set up than it seems). You can find a solid video tutorial here.
